For the page background:
- BACKGROUND="url of the image"
- BGCOLOR="#rrggbb" or "colorname"
For the text and links on the page:
- TEXT="#rrggbb" or "colorname"
- LINK="#rrggbb" or "colorname"
- ALINK="#rrggbb" or "colorname"
- VLINK="#rrggbb" or "colorname"

Examples:

The following would tile the image "hair.gif" across then down the page background.
<BODY BACKGROUND="../images/hair.gif">

The following colors the page background in green.
<BODY BGCOLOR="#00FF00">

The following colors the page background in dark teal, regular text is a pale yellow, links are green, active links are a pale blue, and visited links are an orange.
<BODY BGCOLOR="#336666" TEXT="#FFFFCC" LINK="#00FF00" ALINK="#CCCCFF" VLINK="#CC9966">

The following uses pre-defined color names to make the background navy-blue, the text white, the links lime-green, active links yellow and visited links cyan.
