 Sometimes managers in groups I was counseling on quality improvement 
would ask me how they could get their troops to believe the "quality
 BS". I'd tell them (a) if you think it's BS, they'll certainly follow
 your lead; and (b) even if you do give it a sincere try, they're going 
to wait until you prove to them you're no longer doing business as 
usual, such as rewarding an individual or team for excellent work even
 if--indeed, especially if--the project goes down in flames through no
 fault of their own. Usually they could understand (a), but they'd
 invariably shake their heads at (b). At Lucent quality was fine as a
 theory, but when brought to the level of concrete behaviors, there was 
never any traction.
