Introduction

Scott Hibbard is an assistant professor in the Department of Political Science at DePaul University, where he teaches Middle East politics, American foreign policy, and international relations. In addition to his Ph.D., he holds advanced degrees from the London School of Economics and Political Science (M.Sc. in Political Theory, 1989), and Georgetown University (M.A. in Liberal Studies, 1988). Hibbard worked in the U.S. Government between 1985 and 1997. He was a program officer for the Special Initiative on Religion, Ethics and Human Rights at the United States Institute of Peace (1992 to 1997) and served as a legislative aide on the staffs of Rep. Tom McMillen, Rep. Louise Slaughter, and Sen. Dale Bumpers (1985-1992). He earned his B.A. from the University of Colorado in 1984.
