10. What
is the function of the Local Review Board (LRB)?
The LRB is to assist the University Institutional
Review Board (IRB) in their review of the methodological and ethical aspects
of research involving human participants. The LRB provides a peer-review
service for the researcher and the IRB.
Members of the LRB must complete the training module
at http://ohsr.od.nih.gov/irb_cbt.
Copies of each member's certificate should be submitted to Sara Gulbrandsen,
IRB Coordinator.

The LRB must carefully review each protocol submitted to them for both
ethical and methodological merit and compliance with all governmental regulations
involving the use of human research participants. Consideration of merit
ensures that the participants are involved in a potentially meaningful
research activity. It is inappropriate to expose participants to ill-conceived
research. If necessary, the LRB will require revision of the proposal by
the principal investigator until it is appropriate for submission to the
IRB. The LRB will submit the protocol to the IRB with its commentary and
a recommendation for review.

The LRB is charged also with the responsibility of notifying the IRB and
the investigator’s department if the research participant’s rights to fair
and ethical treatment are compromised in any manner. The LRB provides local
oversight of the conduct of the research.
